Meet The Community D.A.R.E.
Board of Directors for
Bexar County
 

The local Bexar County D.A.R.E. Board of Directors are a group of local San Antonio/Bexar County citizens responsible for the oversight and implementation of our local D.A.R.E. program, local fundraising for D.A.R.E., and management of all D.A.R.E. funds raised to support our Bexar County D.A.R.E. Program.  They operate on a volunteer basis (no paid positions) under established and filed constitution and Articles of Incorporation a legitimate IRS Tax Exempt 501 (c) (3) non-profit charity program. The primary purpose of which is for raising funds to support our grass roots, Community based, supported and funded D.A.R.E. Program.  

D.A.R.E. receives no financial assistance or grants from the Federal, State or local county government.  We do not receive any support from the Bexar County United Way.  D.A.R.E. relies solely on donations from private citizens, civic, business and corporate donations in addition to some Board fundraisers for its continued existence.  D.A.R.E. needs you and your financial support so that we may continue to make a difference in the lives of our children in San Antonio and Bexar County. You can make your donation/contribution to:

Dr. Milo Colton, President - Dr. Colton graduated from the University of Colorado at Boulder with a B.A. M.P.A., M.A. and Ph.D. degrees.  He also graduated from the University of Iowa with a J.D. degree, and holds active law licenses in Washington D.C., Nebraska, U.S. District Court in Nebraska, and the Winnebago Tribal Court.  He served in the U.S. Air Force during the Vietnam War.  He currently teaches in the Criminal Justice Department at St. Mary's University.

 

Randall A. Parker, Vice-President/Chief of Operations Lieutenant Colonel Randall A. "Randy" Parker (U.S. Army, Retired) is an attorney in private practice in San Antonio, Texas. More information is available at: www.randyparker.cc.   LTC Parker holds a BBA in Accounting from Texas A&I University and a JD from Baylor University School of Law. He is licensed before all of the State Courts of Texas, U.S. Military Courts, the U.S. District Court for the Western and Southern Districts of Texas, and the U.S. Supreme Court. In the Army, he initially served as a Field Artillery Officer, and then in the JAG Corps where he served in ever increasing positions of responsibility, including service as the 2nd Armored Division SJA and the Fifth U.S. Army SJA. After his military retirement, he served as an Assistant Criminal District Attorney in Bexar County before going into private practice.

 

George D. Little, Secretary - George Little is a retired U.S. Army Military Police Corps - First Sergeant (1SG/E-8) who served his country with distinction and valor from Vietnam through Desert Shield/Desert Storm for 21 years of active duty military service. George has received an Associates Degree from Central Texas College, an Associates Degree and Bachelors Degree from the University of the State of New York, a Bachelors Degree from Wayland Baptist College and is pending an evaluation for a Masters Degree in Criminology from Excelsior College with 283 semester hours credit. He has spent the last 15 years with the Bexar County D.A.R.E. program as a deputy sheriff where he served as the former D.A.R.E. Coordinator for Bexar County. George has over 19 years experience with D.A.R.E.  and holds the distinction of being the first Deputy to teach the D.A.R.E. program in Bexar County. George Little has a total of 36 years of law enforcement experience – he holds a Master Peace Officers license and was instrumental in expanding the D.A.R.E. program for the San Antonio area. George Little will be remembered by his D.A.R.E. colleagues as the “Father of D.A.R.E. in Bexar County.” His basic philosophies were… “He who believes in himself/herself wins for what the mind can believe the mind can achieve" and “There are two types of adults those who talk about helping kids but never do anything but talk and those that produce results by actions and not words – that truly make a difference for a child”.  His "Commitment to Excellence" was to help our children today to make safer, healthier CHOICES for tomorrow – he made a difference! We change the future - by helping educate and prepare a child too change the way they think by giving them accurate information! George is married to his wife Kim and together they have raised two sons, who are themselves, seeking higher-education. On January 31, 2008, George Little officially retired from the Bexar County Sheriff’s Office. George has been accepted and will become the new Director, of the Institute of Criminal Justice Studies (ICJS), Texas State University, San Marcos, where will continue to teach (his true passion) other law enforcement officers and civilians. George was ask by and will remain on our local Bexar County D.A.R.E. Board of Directors, where he will continue to serve as secretary.

 

Monica Chairez , Treasurer - Monica has lived in San Antonio her entire life. She is a graduate of Harlandale High School and attended Texas Woman's University in Denton, Texas. Monica is a Service Center Manager for Security Service Federal Credit Union with 14 years of banking experience. She spent two years as a Big Sister for Big Brothers Big Sisters of San Antonio and spent five years as a mentor for high school students at Business Career's High School.

 

Carl Osuga, Educator Representative Mr. Osuga graduated from Humboldt State University in Northern California with a B.A. in Social Work.  He received his teaching credential from California State University Sacramento in 1992.  After teaching sixth grade for two years, he moved to Texas where he has been teaching fifth grade for the past eight years at Northern Hills Elementary School in the North East Independent School District.  He has been involved with the D.A.R.E. program for the past seven years and has been a member of the Board of Directors since 2002.  

 

Sgt. G. Cruz, Bexar Co. D.A.R.E. Coordinator - Police Officer since July 1992 and DARE Supervisor-Instructor since 2004. I'm married and have 5 daughters. I enjoy my DARE Kids, listening to music, and staying active in Church. Sergeant Cruz was recently named as the “New Bexar County D.A.R.E. Coordinator”, replacing Deputy George Little who is retiring. Sgt Cruz was appointed to the Bexar County D.A.R.E. Board as a Director, where he will serve as liaison for all of our other local law enforcement agencies that are continuing with the D.A.R.E. Program.

 

Dr. Johnny E. Lovejoy II, Director - Dr. Lovejoy is the President and CEO of Lovejoy and Associates, a Performance Consultancy Firm specializing in business/government performance consulting, information technology, and income tax services, established in 1985. Currently, he is serving on the D.A.R.E. Board but Dr. Lovejoy also serves our community as the Chairman of the Board for Community First Health Plans, a Member of Governor Rick Perry's Competitiveness Council, and very involved in various other professional, community, Statewide, National, and International activities.

 

Jo Cox, Director - Jo Cox Sales Manager for Sea World of Texas. Currently serve as VP of the University Park Neighborhood Association and serve on the board of the Alamo Area Hospitality Association and San Antonio Hotel Lodging Association. Selected by Councilwoman Elena Guajardo to serve on the Mayor's Commission on the Status of Women. 25 years experience in the Hospitality business including working for the San Antonio Convention and Visitors Bureau and Director of Sales for Menger, Crockett and Gunter hotels. Member of Bomba Brazilian Performance Company.

 

Danny Macias, Director - Danny has recently moved back to San Antonio, after moving away 25 years ago. He is a graduate of Southwest High School, where he became a manager for Albertsons while a senior in high school. He pursued his retail career with Albertsons for 16 years, and when approached by Sam’s Club for employment in 1992, he accepted. Danny has served many roles with Sam’s Club, most recently as the Membership Manager for the Club on Judson Rd & IH-35. He has been actively involved with his communities since 1985, serving as a Host Parent for Foreign Exchange Students, a Youth Minister and as a Big Brother for Big Brothers Big Sisters of San Antonio, Plano, Tyler, Des Moines & Tulsa. Most recently, he has accepted a position to the Business Advisory Board at San Antonio College, where he is also involved with their Students In Free Enterprise Program (SIFE) and has been an active supporter of the Bexar County D.A.R.E Program since moving back to San Antonio.

Honorable Judge Laura Parker, Ex Officio - Judge Laura Parker graduated from Vassar College in 1987 with a B.A. in Hispanic Studies and received her J.D. from St. Mary's University School of Law in 1992.  She began her legal career as a prosecutor in the Bexar County District Attorney's office and was appointed to the 386th Juvenile District Court in 1999.  In 2000, she was elected to a four year term.  Judge Parker serves on the Board of Directors of Communities in Schools and is a member of the Juvenile Justice Committee of the Judicial Section of the State Bar of Texas.  She is board certified in Juvenile Law by the Texas Board of Legal Specialization.  Judge Parker is married to pediatrician Fred Rhame and has one daughter. 

 

Honorable Judge Sid Harle, Ex Officio - Judge Sid Harle has been involved with the D.A.R.E. Program for 11 years. During this time he has volunteered to speak to graduating D.A.R.E. students on numerous occasions. State District Judge, 226th Judicial District Court, Bexar County, Texas. Appointed by Honorable William Clements, Governor State of Texas, August, 1988 and was Elected November, 1988. Judge Harle attended the St. Mary's University School of Law in San Antonio, Texas and received his Doctor of Jurisprudence degree in December 1980. Before he took the bench he was Chief Municipal Prosecutor for the City of Hill Country Village, practiced law as a private attorney and was a prosecutor for the Bexar County District Attorney's Office.
